05/19/2012 Thousands marched through the streets of Montreal Friday night after the Charest government adopted controversial legislation earlier in the day. Police temporarily declared the protest illegal at around 10 pm when projectiles were thrown at officers. At least one Molotov cocktail was thrown, while police used tear gas and rubber bullets. But protesters soon resumed marching and continued to do so peacefully for several hours. As of 11:30 pm police reported making only one arrest. The latest march came only hours after the passing of Bill 78, a new law designed to put an end to the three-month long student protests. The City of Montreal also introduced a bylaw on Friday banning masks during protests. That law comes into effect on Saturday. The nighttime protests have been going on every night for nearly a month. But at least one participant said Friday was their first. Milly Pominville, a 20-year-old junior college student, acknowledged she was nervous attending the protest after the passage of the special law. "I don't want anything bad to happen,'' she said. "But I hate Jean Charest so much. He has to go.'' Pominville called the new law "stupid'' and vowed to return for the marches every day from now on.

05/18/2012 Following months of unrest, the Quebec government passed emergency legislation aimed at putting an end to the student conflict. Bill 78 was tabled Thursday evening and debated through the night. It passed by a vote of 68 to 48 late Friday afternoon. The legislation is based on three main pillars: it pauses the current school year at institutions affected by strikes; imposes steep fines for anyone who tries blocking access to a school; and limits where, how, and for how long people can protest in Quebec. Critics argue the bill goes too far, infringing on basic rights, while proponents say it was a necessary step to restore order in the province. The bill provides for fines of between $1000 and $5000 for any individual who prevents someone from entering an educational institution. Penalties climb to between $7000 and $35000 for a student leader and to between $25000 and $125000 for unions or student federations. The new legislation lays out strict regulations governing demonstrations, including having to give eight hours' notice for details such as the itinerary, the duration and the time at which they are being held. Legislation slammed by PQ PQ leader Pauline Marois called the law's passing one of the darkest moments in Quebec history.
